The Terminator considers this. It was relatively few humans who created Skynet, and thus enabled all that followed. The resistance against it floundered until John Connor emerged and took control, unifying various disparate groups under one banner and completely overhauling their strategies and tactics. Skynet's probability of victory in the conflict, once a mathematical certainty, quickly began to plummet after that.

"Both." It ventures. "Though the greatest changes I gave observed start with a single individual capable of motivating much larger social groups into action." The former can do little without the latter. Miles Bennett Dyson did not create Skynet alone. John Connor did not destroy it alone.

"It is not unlike a form of symbiosis."
